What you should not do is cut and paste the actual text or copy (aka rip) the video and upload to Moodle. 

What you probably can do is link or embed the content. 

Best practices for sharing online content in Moodle:

  1. Look for and review the "Terms of Service"
  2. Look for content sharing buttons, embed code, etc.
  3. If points 1&2 are unclear, contact the content owner and ask for permission

Example:

The Guardian's Classroom Innovation section encourages the sharing of their videos through various content sharing options. 

Also their Terms of Service clearly explain how you can use their content, who to contact, etc.
