I contacted Digital Learning and they have changed the number of questions per page, so hopefully Moodle will not time out anymore before students finish the test.

There is not a way for a student to change the timeout clock in Moodle; only administrators are able to do that.

Currently it is set for 1.5 hours before a timeout happens. 
Every time a student changes pages in Moodle, that timer resets for the session. 
Usually, the problem occurs when an instructor creates a test with a high number of questions on a page.  A high number would be in the neighborhood of 100 questions.  We always advise instructors to have no more than 15 questions per page for multiple choice questions and one per page for essays.
